What this usually means is that the best way to play USSR is to play "cancerously." Buratino, Uragan, MTV, 25T, etc are all units you need to use to their full capacity in order to really win consistently. Additionally, the relatively weak USSR infantry tab means that it relies far more on its superior fire support options to carry the day - you can't rely on meatgrinder assaults that you can do with almost every other coalition. A lot of their units are very specialized and/or else very high-cost, high-reward, meaning that you have to understand the dynamics of combined arms and when to use what unit in order to maximize it's potential. USSR is an odd nation in that it doesn't really play like anyone else in WG.
